add the fennel seeds to the meat and mix with your hands, add salt and pepper to taste and form small balls. (I had 22 balls)
heat some oil in a big pan and fry the balls from all sides until brown. They don´t have to be cooked through already, because they will cook further in the sauce. Take out of the pan and set aside.
Fry the onion and the garlic in the same pan until golden brown. Deglaze with the tomatoes and the water and stir.
Add the balsamico and the sugar and simmer on low to medium heat for 10 minutes. Stir eventually.
Now add the meatballs back into the pan and let cook with the lid on another 10 minutes on low heat.
